Taxation Computerization State Report

 

  1. Overview
    The NTAS has promoted both the Taxation Computerization Project and the Office Automation Project since it was established on July 1 1992 to enhance the level of government services and to reduce taxation labor. Furthermore, we have vigorously promoted the Barrier free Internet Service and Inter-agency Linking Operations coordinating to the e-Taxation Project of the Ministry of Finance for achieving the goal of e-government.
  2. Vision and strategy
    2.1 To promote taxation computerization and to simplify taxation procedures in order to enhance overall administration efficiency.
    2.2 To promote inter-agency linking in order to reinforce circulation, sharing and integrate applications of government information.
    2.3 To promote Barrier free and bilingual Internet information service in order to enhance service quality.
    2.4 To promote Internet declaration in order to offer diversified and quick declaration and payment service.
    2.5 To strengthen information security management in order to maintain the security of information operation environment.
  3. Development status and administration effect in 2004
    3.1 Implementation of a Barrier free taxpaying environment and provision of diversified tax declaration and paying ways
    3.1.1 By executing the Internet Declaration and Payment Information Operation Project, we have vigorously promoted various Internet declaration and payment policies. In 2004, there were 246,986 declarations (increased by 31%) on Individual Income Tax, 2,433,147 declarations (increased by 8%) of Deduction (exemption) Tax Return and Dividend Tax Return, 78,426 declarations (increased by 19%) on Business Income Tax 49,447 declarations (increased by 22%) on prepayment of Business Income Tax and 498,898 declarations on Business Tax. As a result, we have saved a lot of labor cost on collection and data entry.
    3.1.2 200,317 declarations on Individual Income Tax using 2D barcode (version 2003). As a result, we have saved a lot of labor cost on data entry.
    3.2 Improvement the Internet information services by offering round-the-clock (24-hour) convenient service:
    3.2.1 Implementation of the online case control system to control the workflow and progress of the case. Citizens can check the progress of their applications from our website. Achievements include: 871 online applications; 444 CA inquiries; and 1,035 mails.
    3.2.2 Implementation of conformance level “triple-A” Barrier free Web to ensure the right of the disable to access information and to realize the pledge of Barrier free public service website.
    3.2.3 Implementation of the e-learning platform for promoting lifelong education to provide a lifelong learning environment for taxpayers. Achievements include: 5 computer training courses, 4 tax declaration software operation courses and 11 tax law computer-assist-learning courses.
    3.3 Optimization of information system management and enhancement of overall efficiency of information applications
    3.3.1 We continue the Regional Tax Administration Offices Taxation Electronization Project and have completed the analysis, design, integrated testing and online of the 59 application systems and the acceptance of the application system and overall performance in order to unify the operation environment of the national tax administration and thereby to enhance service capacity.
    3.3.2 We have executed the Follow-up Outsourcing Service of National Tax Administration Platform Transfer Phase I and launched the hardware and software maintenance service in July 2004 in order to ensure integrated use of information and enhance operation efficiency.
    3.4 Promotion of office automation and establishment of e-administration for office reform
    3.4.1 The “e-Attendance System” has been introduced to promote online application and approval of business trips, leaves and overtime work for document reduction and paper-free operation.
    3.4.2 Online application and approval has been introduced to internal administration, such as meeting scheduling, vehicle dispatch, stationery management, etc to enhance the administration efficiency.
    3.4.3 The videoconferencing system has been implemented to enhance the efficiency of public affairs and to save time and budget for traveling by organizing conferences, lectures and training programs by means of videoconferencing. So far, we have organized 42 video conferences.
    3.5 Reinforcement of information security maintenance to enhance security and efficiency for computer operation environment
    3.5.1 The information security policy revision and self-evaluation of information asset risk have been completed, and risk control measures have been drawn up for managing information assets of higher risk.
    3.5.2 Experts and scholars were invited to give talks on information security in order to promote internal information security.
    3.5.3 The data communication self-inspection has been completed to reinforce information security management.
    3.6 Full use of civilian resources and expanding the scope of outsource service. The data entry work of 20 forms and tables and Barrier free website development have been offered to outsourced service in order to save taxation costs.
